Common Mistakes
Over several years of helping people and businesses trouble shoot their ads, or get hired to build new ads for them, the first thing I almost ALWAYS see, is the lack of detail in their targeting. Their targeting is just too BASIC.

 
What do I mean? There are multiple LAYERS to targeting, just like an onion, except most people only go one layer of skin deep. With targeting, the deeper you go, usually the more niche the interest (only those who like or do what you're targeting know it) and you cost per click usually drops, less competition going that deep.

For example, let's say you sell cat toys, or cat garments. You are looking for people who OWN a cat, not like cats. People will target certain types of cats, or famous well known cats like Garfield. The problem is, most of those people don't OWN cats.
So how do we fix this?

To fix this, we dig deeper into the onion. Here is how.
Someone who likes a cat, most likely doesn't know different cat food brands, different cat clothing brands, other cat toy brands, where as someone who owns a cat, is WAY more likely to know and show interest in those targets.
Now if you are selling cat toys, and you target other cat toy brands, those people are likely to buy cats toys already, more so then someone who just likes black cats, Hello Kitty or Garfield on Facebook.

Purchase Driven Targets
Stores that sell similar products or services. Someone who has bought a hamburger once is likely to buy a hamburger again! Don't sell you're products idea, find people who already want it!

Magazines, Forums, Blogs
Target these interest when they match interests of your audience AND are congruent with the EXACT person (Ex. They sell cat food over funny cat pics)
03.
Niche Celebrities
This can range from influencer's to coaches in the niches. The key is that they aren't mainstream popular, they are NICHE popular ONLY. 
The Closer, The Better
With targeting, you really want to break down who your EXACT ideal buyer is, then figuring out what that EXACT type of person would like, watch, do, buy etc. The closer you can get to being inside your customers head the better.

This is why people who don't love what they sell, usually don't do well. You won't sell the right points if you don't care to know what they are. And you won't know what THEY CARE about if you don't know the interest.

Lets do some more examples to help:
If you have a network marketing opportunity, finding other network marketers who already believe in network marketing is easier than selling someone who doesn't know about it on the idea. 

They are also most likely to stay and be able to handle rejection the typical new person can't So you would target other companies in your targeting (not to big like Amway), or people who sell Network Marketing coaching/training.

What if you sell golf gear? Would you target Tiger woods or Big competitions? 

No, people who watch it may not all play it, but most of them who play it, watch it. 

You would want to target other golf GEAR brand names. 

Example, I don't play golf, I have no idea what brands of clubs there are, or golf gloves, etc. But I know Tiger Woods, I know the PGA, I even enjoy watching it from time to time. But your ad would be wasted on me if you targeted those.

I hope this help makes breaking down the layers of targeting better. This strategy works best for interest targeting, not keyword targeting. You would use the same method, but target more direct keywords, further than you can with interests, but we will save that for another day!
